Ensure ESCRIPT_EXPORTS is defined only while compiling escript on windows.
A similar comment applies to FINLEY_EXPORTS.

SConstruct:
Fixed a comment.
reformatted the Export() call, and added IS_WINDOWS_PLATFORM to the exports.
