Add Boomer AMG as a new preconditioner 
Can be used by .setPreconditioner(SolverOptions.BOOMERAMG)
and the following parallel coarsening method can be 
used together with Boomer AMG preconditioner: 
  .setCoarsening(SolverOptions.CIJP_FIXED_RANDOM_COARSENING)
  .setCoarsening(SolverOptions.CIJP_COARSENING)
  .setCoarsening(SolverOptions.FALGOUT_COARSENING)
  .setCoarsening(SolverOptions.PMIS_COARSENING)
  .setCoarsening(SolverOptions.HMIS_COARSENING)

Note that Boomer AMG is only available when MPI is enabled.
